I am a resident of Jammu and Kashmir. I want 2 buy the BSNL Datacard but I am not sure whether the service is available in J&K or not.

I'm in the USA but did a search and found a document from your country that may contain the answer to your question. It's called "Information Technology Policy For State Of Jammu And Kashmir". Click the link below and look on page 9 of the document. It talks about BSNL. I hope this helps.
