Call your ISP. Broadband should be much faster.

There's actually no way to make your broadband faster. The speed of a download varies depending on a lot of things. For example, the actual connection speed provided by your ISP, the amount of available bandwidth from the server or peer you are downloading from, and how much bandwidth is available to your computer. There is a limit to how much bandwidth your computer can handle based on how you are connected to your modem. A wired connection over USB is fastest, LAN connections over Cat-V being second, and wireless being slowest. It also depends on your adapter, since some older network cards can only handle 10MB/S and newer 100MB/S. If you're sure that your computer can handle better bandwidth, and that the server or peer you're downloading from can as well, then it may be time to look in to a new ISP.

kill the clutter on your machine with ccleaner
shut off your instant messengers
refresh and renew your ip address in your router
and keep in mind that the bottleneck might be on the other end of the chain. (their server, not your client).
also things like limewire and bittorrent tend to be heavily throttled within the program.
also some ISPs will disable of severly throttle p2p ports. if this is the case. FIND A NEW ISP. It is NOT up to them what kind of service you are allowed to use. ISPs that block p2p traffic should be dropped like a ton of bricks, and spanked with an old fashioned customer exodus...

f you are using a BroadBand connection at your home and using Windows Xp as your Operating System, and you feel that your BB speed is a bit less, then in that case you have the option to increase your Broadband speed upto 20%.

HOW? Well this is what you need to do.

1. First of all make sure you are logged in as Administrator.
2. Go to Start -> Run -> gpedit.msc, press OK.
3. Then go to Computer Configuration -> Administrative Templated -> Network -> QoS packet Scheduler.

4. On the right it will give you the option of “Limit Reservable bandwidth”, open and and select “Enabled”, and change the value to 0.
